Last year, the games that weren't on the ESPN family of networks were picked up by MASN in my area as an affiliate of the Big East Network. I've been wondering what will happen since we won't be part of the Big East network package. I'm hoping I don't have to depend on streaming ESPN3 to the TV frequently.

It's a relatively new thing and everyone was tied up in their previous contracts before when it just got started.
Everyone who has begun new media rights contracts in the last few years have gone on to do some sort of Tier 3 thing, whether it was run by the school or someone else.

I did this a few years back as well. Living out of state, I previously would purchase ESPN Gameplan to be able to watch WVU games. Not sure about now, but they previously were not offered in high def. I love ESPN3 from the laptop to big screen....
but I've heard different accounts to what this new TV deal will mean? If our games are no longer picked up by espn3, I could be SOL living in the midwest with no regional broadcasts?

Something in that article doesn't seem to fit the facts as I understand them. I have seen several references to the fact that the ACC's contract with ESPN has and will continue to include the members' tier 3 rights. If that is so, NC State couldn't have signed them away to someone else.

The big question is: how in demand are WVU's "other sports" outside of football and men's basketball. I can realistically only see one football game a year and three to six basketball games a season falling to Tier 3 programming.
Women's basketball is a Top 25 program nationally, but will it pull in viewers? How about baseball? And so on.
